Robert A. Senatorial closed door sessions on Capitol Hill relating to energy,
all Naval Nuclear Research facilities, all SCIF's nationwide, all DOE
sensitive areas East of the Mississippi and other DOE locations
nationwide (as requested). I assisted in setting up the initial 2
week TSCM training program for DOE security personnel. Additionally,
I was trained in the operation of nuclear detection equipment and
integrated into DOE's Nuclear Emergency Search Team (NEST) East.
In April 1986 I established Technical Security Consultants Inc. in
Chandler, Arizona for the purpose of providing TSCM services to both
the private sector and government contractors. I am now licensed as a
Private Detective in the state of Georgia, operating from Carrollton
(located about 40 minutes west of downtown Atlanta). We are operating
as TSC Inc. and we are also incorporated as Technical Security
Consultants Inc. I do not conduct investigations, other than contract
background investigation services, primarily for several U. S.
Government agencies and one oil company. Our primary thrust is in the
TSCM-debugging arena where we provide not only "debugging sweeps",

Vail Communications Security, Inc., is a Southern New Jersey based security
consulting firm. Vail specializes in TSCM (Technical Surveillance Countermeasures),
worldwide. Vail's founder Vernon Newell, is a retired U.S. Secret Service,
Security Specialist. He retired after more than 20 years with assignments
in Washington, D.C. and Philadelphia, PA. Mr. Newell's security background
began as a Special Agent in Military Intelligence, where he began his
training in the TSCM surveys for various high-level government officials.
Vail's associates include several Secret Service retirees, as well as
FBI and CIA retired personnel. Vail maintains the equipment and resources
to discover and locate all types of listening devices to include infrared
and laser. Vail's associates have traveled to various South American
countries, Europe and Asia to provide TSCM surveys for its clients.
Vail maintains close liaison with various Federal Government Agencies
in order to keep abreast of the latest threats and equipment in TSCM

The Yergey Insurance Company has developed a master policy for INTELLENET
investigative members as independent contractors which provides general
liability coverage. Limits are $1,000,000 per occurrence; $1,000,000
aggregate, no deductible. The insurance protects us as independent contractors
from third party claims. The policy is underwritten by a national A+
rated carrier. Two separate plans are available: 1) full time private
investigators; and 2) lesser type of business doing background investigations
for the U.S. Government. The policy covers bodily injury, property damage
and personal injury (libel, slander, invasion of privacy, defamation
of character) and includes errors and omissions. Cost is significantly
less than that of individually obtained coverage. The plan covers INTELLENET
members in all 50 states.
